From an 1798 County Seat to a University Town
Richmond's history as a town dates to 1798, when Col. John Miller, a Revolutionary War veteran, offered his land for the new Madison County seat and the site was officially named Richmond on July 4 of that year, after Miller's birthplace of Richmond, Virginia. More than a century later, in 1906, Eastern Kentucky State Normal School was founded here to train teachers; it became Eastern Kentucky University in 1965 and has anchored a steady wave of housing growth around it ever since.
Old Town Core, New University Growth: Two Moisture Profiles
That history left Richmond with two distinct layers of housing stock -- older in-town homes from the pre-university era and the newer construction that followed EKU's growth along the I-75 corridor -- and each layer manages Kentucky's humid summers differently. Older homes often have shallower crawl spaces and less attic ventilation than anything built in the last few decades.

Because Richmond's housing spans that range, a mold plan has to start with which layer a given property falls into -- an older near-campus home built for cross-breezes and a chimney, or a newer build where the crawl space or attic was sealed tighter from the start.
